Finance Manager (Cambodia) (1 Position)

Report to: Country Manager – Cambodia (Dotted line to Group CFO in HO)
Work Location:  Sangkat Boeung Keng Kang III, Khan Chamkamon, Phnom Penh, Cambodia

Job Description:
Oversee the overall function of accounting, finance and tax of Tipco Asphalt (Cambodia) Co., Ltd. including the company’s strategy on accounting.

Job Duties/Responsibilities:
• Oversee the Finance & Accounting Department to ensure proper maintenance of all finance and accounting systems functions
• Ensure maintenance of appropriate internal controls and accounting procedures
• Oversee preparation of month-end, quarter-end and year-end financial statements
• Review all month-end closing activities including general ledger maintenance, balance sheet reconciliations and corporate / overhead cost allocation
• Coordinate audits and proper filing of tax returns
• Ensure legal and regulatory compliance regarding all accounting functions
• Develop tools and systems to provide critical accounting and operational information to the COO and making actionable recommendations on both strategy and operations
• Develop and manage finance & accounting team
• Serve as a key point of contact and manage preparation and support of all external audits
• Prepare the annual and half year budgeting
• Act as credit controller and cooperate with Sales & Marketing department on collections

Qualification :

• Master’s degree in Finance or Accounting, 5-10 years’ experience in senior level finance or accounting position with CPA certification
• At least 5 years’ experience in management level in Accounting or Audit field
• Good command of English, sound knowledge of computer skills, excellent analytical and abstract reasoning
• Knowledge of finance, accounting, reporting, budgeting, government financial regulations, and cost control principles including GAAP
• Ability to analyze financial data and prepare financial reports, statements and projections
• Working knowledge of short- and long-term budgeting and forecasting, rolling budgets, and product-line profitability analysis
• Work requires professional written and verbal communication and interpersonal skills
• Ability to motivate teams to produce quality materials within tight timeframes and simultaneously manage several projects
• Ability to participate in and facilitate group meetings
• Work requires willingness to work a flexible schedule
• Significant experience and/or knowledge of oil & gas accounting a plus
